• Reloading Supplies: According to the New York State NICS FAQ, background check requirements do not apply to unassembled components like casings, bullets, primers, and propellant. This means these items can typically be shipped directly to your residence, provided the retailer supports NY shipping.

2. Mandatory HazMat Shipping Rules

Because primers and smokeless powders are classified as hazardous materials, federal law and carrier policies (FedEx/UPS) impose strict requirements:
